leather top on desk

I am refinishing a desk. The desk has a leather top. It looks that the leather was stained for appearances when new.The top has various imperfection on it's surface, such as paint etc. The imperfections only cover a small area of the top. I would like to remove the imperfections, but I never worked with leather before. I don't know what caused the spots because they were there when I bought the desk. I have three questions:

1. Whats a good way to remove the spots?

2. If they can't be removed, where can I buy a new leather top?

3. What kind of finish can I use on the top?
